Serves as a member of the MCCHD management team, the emergency preparedness and response team, the department’s on-call infectious disease team, and serves as part of incident command during emergencies. Participates in administrative reviews and board meetings. Plans, organizes, coordinates services and supervises personnel in the Health Services division including: hiring, training, performance management, and discipline of employees. Develops a staff training program and provides professional development opportunities. Implements methods for assuring employee safety. Manages and administers public health nursing programs and clinic services including the immunization and Vaccine for Children (VFC) programs, international travel clinic, childcare health consultation, Hepatitis B and TB case management. Assists in developing and evaluating program services; establishes program policies, procedures, goals and priorities, and implements quality assurance systems. Participates in the development and implementation of the Health Services division’s strategic plan; quality improvement and performance management, workforce development, and accreditation requirements. Participates in the department’s strategic programs across divisions. Prepares program budgets and grant applications for approval by Health Services Director; monitors revenues and expenditures; responds to billing problems; compiles statistics and prepares reports on grants and program activities. Oversees clinic services use of electronic health record. Oversees clinic billing services and contracting with payer sources. Serves as a resource for assigned staff to provide technical and professional leadership in a wide variety of programs. Provides for interpretation of Montana Statutes related to immunization rules for schools and daycares. Ensures that delivery of services conforms to standards, policies and legal guidelines. Works with organizations and task forces to promote and coordinate public health programs; serves as liaison to other County departments and divisions, government agencies and community groups. Develops and recommends policies to local and state policy makers. Develops, leads, and participates in efforts to develop and implement best immunizations practices and community outreach on vaccine preventable diseases. Represents assigned Health Services programs to the public serving as a liaison with civic organizations, community organizations, school groups, media, state, federal and local government agencies and legislative bodies. Makes presentations on a variety of programs to local and state organizations on a range of subjects. Provides professional nursing services as needed. Performs duties as the acting director, in the absence of the Director of Health Services.
Requires a bachelor’s degree in nursing. Requires five years of professional experience in public health nursing or other community based or medical clinic experience. Requires two years of experience in direct staff supervision and progressive management. An equivalent combination of education and experience may be considered.Requires current license as a registered nurse in the State of Montana. Requires a valid Montana driver's license.
