This position is located in the Mental Health Service at the George E. Wahlen VA Salt Lake City Health Care System, Salt Lake City, Utah. The duties and responsibilities involve broad program management and both remote and in-person supervision of mental health staff in the Community Based Outpatient Clinics (CBOCs). The CBOC Mental Health Team is an important program component of the facility that significantly increases access to mental health care in the Veteran's home community. Decisions made by the Team Supervisor affect staff and other resources and are made while exercising wide latitude and independent judgment. The incumbent has full responsibility for managing the day to day activities of the Team and supervising staff. In this role s/he is responsible for strategic planning to ensure the provision of high quality services, as well as developing and implementing short- and long-term goals and objectives consistent with the Nursing Service and Mental Health Service strategic plans. The incumbent develops and implements policies and procedures to meet program goals, VHA policy and external accreditation requirements, and monitors outcomes using data-driven quality assurance processes, and implements strategies for improvement based on data analysis.
The main duties and responsibilities of the incumbent include but are not limited to:
- This position has full and direct program management and administrative supervisory responsibilities over the Mental Health staff in the CBOCs.
- First-line authority/supervision of assigned staff, clinical consultation and guidance, day-to-day program management, and administrative functions that are complex in scope and constitute significant programmatic elements in MHS.
- Supervises psychiatrists, advanced practice RNs, psychologists, licensed clinical social workers, & RN care coordinators on the team.
- Works closely with supervisors of the CBOCs in addition to the supervisors of various Mental Health teams at the Salt Lake VAMC to ensure treatment of patients assigned to the CBOC Teams is delivered in the most thorough, efficient, and effective manner.
- Responsible for development of staff competencies and performance in conjunction with the Professional Discipline Office Chiefs.
- Responsible for promotion of working relationships and an effective treatment team environment.
- Interacts with Human Resource staff and facility leadership in aspects of Team staff hiring, performance evaluation, and disciplinary action.
- Responsible for strategic planning to ensure the provision of high quality services, as well as developing and implementing long and short-term goals and objectives consistent with Mental Health Service & Primary Care strategic plans.
- Implements process improvements to maximize efficiency and cost-effectiveness.This includes monitoring outcomes using data-driven quality assurance processes, additionally implementing strategies for improvement based on data analysis.
- Manages treatment programming, staff development, and environment of care.
- Serves as a member of the MHS Supervisory Council. Directly participates in the overall management of MHS including decision with regard to clinical services provided, program development, resource allocation, staffing and staff workload issues.
- Provides a full range of therapeutic interventions, including: individual therapy, psychoeducation, and care coordination.

Citizenship. Citizen of the United States. (Noncitizens may be appointed when it is not possible to recruit qualified citizens in accordance with chapter 3, section A, paragraph 3g, this part.)
Education. Degree of doctor of medicine or an equivalent degree resulting from a course of education in medicine or osteopathic medicine. The degree must have been obtained from one of the schools approved by the Secretary of Veterans Affairs for the year in which the course of study was completed. Approved schools are:
(1) Schools of medicine holding regular institutional membership in the Association of American Medical Colleges for the year in which the degree was granted.
(2) Schools of osteopathic medicine approved by the American Osteopathic Association for the year in which the degree was granted.
(3) Schools (including foreign schools) accepted by the licensing body of a State, Territory, or Commonwealth (i.e., Puerto Rico), or in the District of Columbia as qualifying for full or unrestricted licensure.
(4) For residents, graduation from an approved medical school as described above is required except as provided in M-8, part II, chapter 1.
NOTE: The Under Secretary of Health or designee in Central Office may approve the appointment under authority of 38 U.S.C. 7405 of a physician graduate of a school of medicine not covered above if the candidate is to be assigned to a research or academic position with no patient care responsibilities. The appointment will be made only in exceptional circumstances where the candidate's credentials clearly demonstrate high professional attainment or expertise in the specialty area. Licensure and Registration.
(1) Physicians (Except Residents). Current, full and unrestricted license to practice medicine or surgery in a State, Territory, or Commonwealth of the United States, or in the District of Columbia. The physician must maintain current registration in the State of licensure if this is a requirement for continuing active, current licensure. The facility Director may waive this licensure requirement if the physician is to serve in a country other than the United States and the physician has licensure in that country.
(2) Residents. Current, full and unrestricted license to practice medicine or surgery in a State, Territory or Commonwealth of the United States, or in the District of Columbia before the second year of VA residency, or meet any licensure, registration or other equivalent requirements established for residents of non-VA hospitals with which the VA facility is affiliated for training purposes. The resident must maintain current registration in the State of licensure if this is a requirement for continuing active, current licensure.
(3) Impaired Licensure. A physician who has, or has ever had, any license(s) revoked, suspended, denied, restricted, limited, or issued/placed in a probationary status may be appointed only in accordance with the provisions of chapter 3, section B, paragraph 14.
(4) Waiver of Licensure. Licensure may be waived by the Under Secretary for Health or designee in Central Office for individuals in research or academic assignments involving no direct patient care responsibilities in accordance with current regulations.
First-Year Residency (Internship). Completion of residency training, or its equivalent, approved by the Secretary of Veterans Affairs in an accredited core specialty training program leading to eligibility for board certification. For a VA resident, the appropriate Deans Committee and Resident Review Board may recommend appointment on the basis of the candidate's acceptability for residency training. Approved residencies are:
(1) Those approved by the Council on Medical Education and Hospitals, American Medical Association, in the list published for the year the residency was completed, or
(2) Other residencies or their equivalents which the Professional Standards Board determines to have provided an applicant with appropriate professional training. The Board may determine that the residency requirement has been met if the candidate has completed 1 year of postgraduate education.
- Two years of demonstrated administrative or clinical leadership experience (includes program management and/or coordination, leadership coverage responsibilities, committee leadership, data management, supervising employees, interactions with clinic/facility leadership).
- Two years of experience working with an interdisciplinary team in a medical/mental health clinic environment, teaching, training, educating, and mentoring other team members.
Physical Requirements: Must be in overall good health, able to sit at a desk working at a computer, engage in light to moderate physical activity including sitting, walking, bending, and carrying supplies.
